In April 2010, the Orlando Airport completed a major renovation to its rental car area and this change allowed all of the major rental car companies to move into the Airport Terminal. All of these companies have operations in both Terminal A and Terminal B on the ground transportation level also called Level 1.* Hertz Rent-A-Car, Advantage Rent-A-Car, Alamo, Avis, Budget, Dollar Car Rental, Enterprise Rent-A-Car, E-Z Rent a Car, L and M Car Rental, National, Thrifty.
There are also a number of smaller rental car companies who rent from their off-airport location; this means that you have to board their free shuttle or bus and be taken to their location. The companies that operate off site in Orlando include:

If you are renting from one of these companies, you should find out in advance how you catch their shuttle bus, how often they run and if you have to call once you arrive at the terminal. Once you have your luggage and you are ready to met your shuttle bus, you should proceed to level 1 and then go outside the terminal where the buses will pick you up.
When you are making your reservation it’s important to note how often the shuttle bus comes as they typically arrive about every 20 – 30 minute. The reason I encourage you find this out is because I have often seen people waiting for the shuttle and they start to get stressed out by the wait. When you are ready to start your vacation a 5 minute wait will seem like forever, and if you have kids, ready to get to Disney if will seem like a year. In addition to the wait time, you should also consider that the closest off-airport rental location is around 10-20 minutes away, so if you are traveling with children or if are the type of person ready to start relaxing, you should consider renting from one of the company’s in the terminal.
